Are we hoping for world peace when the individuals in the world are not peaceful? How can we be good to others or even meet them halfway if we're harbouring pain and suffering in our hearts towards them? Metta or loving-kindness practice is a way to cultivate friendliness towards ourselves and others, including those we haven't even met yet. In this practice we expand our love from ourself to all other beings, cultivating a deep sense of compassion and love.
