Who has to turn inwards?

The one who is thinking I am the body,

I am the mind.

His senses are outward facing,

The senses are designed like that.

Eyes don't go inside,

Ears don't listen inside.

Nose cannot smell inside otherwise you would hate your smell.

You cannot taste inwards.

The senses are directed outwards so naturally the one who is not on the spiritual path identifies with these and has an outward going tendency.

And suddenly he realises there is something more than this physical body and more than the body.

Then he starts making an attempt to go inwards and find who am I.

It takes time.

You see ignorant people out there,

Right,

Who have like zero spiritual knowledge.

They have no recognition of the inner world.

We are all at different stages.

It's that simple.
